Twenty years ago, on Valentine’s Day, blizzard caused the collapse of the supply systems in Texas including energy,
water and food. People who suffered the most were the most vulnerable: the elderly, people with health problems
and disabilities - the marginalized communities in general. In fact, ethnic minority communities had been the hardest
hit by the power outage caused by the storm.
Twenty years later, a new shelter spans the highway I-345, providing equal opportunities and resources to all citizens including those from Deep Ellum, the historically black communities.
Can human beings withstand the test of the wind and snow this time?
